    - The analog cut-off hard-date - What's in the very short (five-page) draft in the Senate Commerce Committee is April 7, 2009. This story from Multichannel News is not restricted to subscribers:

    That story says $4.8 billion is allocated to converters. I don't think it is. I've seen the draft (the October 13 version). The Secretary of Commerce (or designee) is supposed to establish funds "to assist consumers in the purchase of converter boxes...," "to convert low-power television stations and television translator stations...," "to facilitate emergency communications...," "to implement the ENHANCE 911 Act...," and "to provide assistance to coastal States affected by hurricanes and other natural disasters." Then, on October 9, 2009, $4.8 billion gets tranferred to the general fund of the Treasury. In other words, the bill is for budget balancing, just like the Balanced Budget Act of 1997, which created the various DTT loopholes that this bill would remove. All the payments except the $4.8 billion to the Treasury expire on September 14, 2010.

    I find it interesting, in this era of HD, that both devices start with very-low-resolution narrow screens.

    - Based on figures from CEA, sales to U.S. dealers of non-H/DTV television sets for the first 39 weeks of 2005 were down 11% from the same period in 2004; my ten-week running average was down 17.2%.
    Sales of so-called non-flat-panel "Digital Televisions" to U.S. dealers for the 39th week were 135,982 units and for the first 39 weeks 2,849,446 (compared to 14,556,429 for non-flat-panel sets not called "digital" by CEA). For 12 of the last 15 weeks, the number of non-flat-panel "digital televisions" sold to U.S. dealers was lower than in the same period last year.
    "Digital Televisions" (most of which are HDTV displays without DTT-reception capability) accounted for about 16.4% of the non-flat-panel TVs sold to U.S. dealers through the 39th week this year. Based on CEA's report of unit sales through the end of June including flat-panel displays, the total "digital" percentage (assuming no flat-panel non-"digital" TVs) would be 31.1%. It may be worth noting here what that means. About 69% of the TVs sold through the 39th week this year were still plain non-H/DTV direct-view TVs with picture tubes, and that percentage is increasing slightly.
    To qualify to CEA as a "Digital Television," a display need only be capable of dealing with at least 480p; it need not be capable of either receiving digital signals or displaying them. Devices actually capable of receiving DTT signals are still a small fraction of those numbers. CEA says that, through June, about 85% of "digital televisions" were HDTV.

    - Ads for set-top DTT receivers: I'm aware of only the DirecTV units at Best Buy. I'd be a lot more sanguine about the availability of inexpensive converters in a year and a half if they started being advertised now.

    - Ad confusions: Flat Universe said of its Sony KLV-26HFU that it is 1280 x 768 (which would be a 5:3 aspect ratio) but has a 16:9 aspect ratio. P.C. Richard said in one ad that the Panasonic TC-32LX50 had an ATSC tuner and in another that the Sony KLVS15G10 was HDTV.

    - Ad confusions: Best Buy referred to the Philips 37PF7320A/37 integrated DTV as a "monitor." Similarly, Circuit City called the Sharp LC37D4U merely "HD-Ready," though it has integrated ATSC reception.
    Fry's referred to the NEC LCD2335WXM as having an "integrated TV tuner," but it's only analog. Fry's also advertised a 480p Toshiba plasma TV but said it had "HD Dynamic Contrast."

    I found it interesting that Best Buy chose to label the 13-inch Insignia ISTV040917 as a "Round Tube" TV. I guess flat tubes are becoming so common that we're on the verge of swapping adjectives.

    - Those considering the House's two $40 coupons to convert ten million U.S. households to DTT might want to consider recent figures from Ofcom, the UK regulator. DTT converters are expected to cost UKP26 each (US$45), but Ofcom figures each household ought to have at least two, plus a PVR, for a total of UKP132 (US$230) in equipment. Then there's another UKP125 (US$218) for installation and possibly as much as UKP40 (US$70) for an antenna, plus as much as UKP8 (US$14) extra per year in power costs. Final analog switchoff is not planned in the UK until 2012, the DTT transition is already much farther along there than it is here, and they have only about a quarter as many households, but Ofcom has estimated the cost of helping 10% of households make the transition at UKP572 million (US$997 million):

    - At a time when many 27-inch TVs are selling for under $200, Panasonic has introduced frames for its plasma TVs, starting at $399.99. This story is from TWICE (This Week in Consumer Electronics):

    - Based on figures from CEA, sales to U.S. dealers of non-H/DTV television sets for the first 41 weeks of 2005 were down 10.2% from the same period in 2004; my ten-week running average was down 10.9%.
    Sales of so-called non-flat-panel "Digital Televisions" to U.S. dealers for the 41st week were 87,789 units and for the first 41 weeks 3,150,530 (compared to 15,443,559 for non-flat-panel sets not called "digital" by CEA). For 14 of the last 17 weeks, the number of non-flat-panel "digital televisions" sold to U.S. dealers was lower than in the same period last year.
    "Digital Televisions" (most of which are HDTV displays without DTT-reception capability) accounted for about 16.9% of the non-flat-panel TVs sold to U.S. dealers through the 41st week this year. Based on CEA's report of unit sales through the end of June including flat-panel displays, the total "digital" percentage (assuming no flat-panel non-"digital" TVs) would be 32.2%. It may be worth noting here what that means. About 68% of the TVs sold through the 41st week this year were still plain non-H/DTV direct-view TVs with picture tubes, and that percentage is increasing slightly.
    To qualify to CEA as a "Digital Television," a display need only be capable of dealing with at least 480p; it need not be capable of either receiving digital signals or displaying them. Devices actually capable of receiving DTT signals are still a small fraction of those numbers. CEA says that, through June, about 85% of "digital televisions" were HDTV.

    - Ads for set-top DTT receivers: I'm aware of only the DirecTV PVR at Video & Audio Center:

    - Ad confusions: Flat Universe used the designations "HDTV Ready" and "HDTV Comp;" I don't know what the latter is supposed to mean, but it was applied to two non-HD non-DTT products. Ultimate's ad had a banner headline, "Largest HDTV selection available" right over two non-HD sets.

    - The ads - Readers have asked how to get hold of some of the non-national retailers, so look for their phone numbers at the bottom of the memo.
    There was no Best Buy supplement in my New York Times this week -- or that of my neighbors. The Best Buy information I've used was sent by my Minneapolis-St.Paul-area correspondent. Best Buy's supplement had an informative banner headline saying, "Without an HD signal it's just TV."

This one, on small-format (1/3-inch) HD acquisition, is expected to be crammed into the lunch break on Thursday, following a session on LARGE-format acquisition. Those who attended last week's SMPTE convention in New York got a taste of this in some of the presentations there (including a surprise not listed in their program), but those offerings are being expanded, updated, and improved for the retreat. Come to this if only to learn how to match depth of field in different formats and why it either is or isn't okay to use half-pixel offsets between green and other imagers. Does a 1/3-inch 1920 x 1080 imager offer the same resolution as a 2/3-inch 1920 x 1080 imager? You may be surprised! Come and find out!

    - U.S. analog cut-off - Those of you following U.S. politics might have noticed the big fuss over passing the budget bill in the House. That bill includes the new analog cut-off rules.     I would note that the next stages are the House/Senate reconciliation committee (at which strange things have happened in the past) followed by presidential signature or veto. Those things are expected to take some time, but they should happen.
    That doesn't mean that analog TV will be turned off by May 2009. Followers of such news may recall that in mid-1997 a law was passed requiring the analog spectrum to be auctioned off in time to enrich the U.S. Treasury by September 30, 2002. That law was changed at the last minute.

    Sales of so-called non-flat-panel "Digital Televisions" to U.S. dealers for the 42nd week were 101,624 units, for the 43rd week 172,539 units and for the first 43 weeks 3,424,693 (compared to 16,510,868 for non-flat-panel sets not called "digital" by CEA). For 16 of the last 19 weeks, the number of non-flat-panel "digital televisions" sold to U.S. dealers was lower than in the same period last year.
    "Digital Televisions" (most of which are HDTV displays without DTT-reception capability) accounted for about 17.9% of the non-flat-panel TVs sold to U.S. dealers through the 42nd week this year and 17.2% through the 43rd week. Based on CEA's report of unit sales through the end of June including flat-panel displays, the total "digital" percentage (assuming no flat-panel non-"digital" TVs) would be 32.6%. It may be worth noting here what that means. About 67% of the TVs sold through the 43rd week this year were still plain non-H/DTV direct-view TVs with picture tubes, and that percentage is increasing slightly.
    To qualify to CEA as a "Digital Television," a display need only be capable of dealing with at least 480p; it need not be capable of either receiving digital signals or displaying them. Devices actually capable of receiving DTT signals are still a small fraction of those numbers. CEA says that, through June, about 85% of "digital televisions" were HDTV.

    - Ads for set-top DTT receivers: I'm aware of only the DirecTV units at Best Buy and Video & Audio Center and the Sony at Great Indoors.

    - Ad confusions: It's not necessarily Sears's fault, but when I see the word "integrated" I immediately think of DTT reception; Sears uses it to refer to integrated NTSC (analog) tuners, too.

    - According to CEA's revised figures, sales of DVD players to U.S. dealers for the first 42 weeks of 2005 were down 22.6% from the same period in 2004; for the first 43 weeks it was 21.6%.
