It's called Astrostack (Image enhancement software)

It cleans digital images, and it's freeware.

Worth a look.

To put these into perspective:

Astrostack takes many images from a sequence (i.e. many frames from a video stream), aligns them and averages them to reduce noise and allow detail to appear. It works only if there's no real change of image, just the effects of noisy detection (e.g. like in astronomy, what it was written for). It's brutal, not subtle, it digs out information that you might miss.

Digital Camera Enhancer takes a single fram and does subtle manipulation on it alone. It does some colour adjustment to correct small exposure errors, and some spatial filtering to reduce noise. It's subtle, bot brutal, it makes small changes to enhance a picture, or to smooth out skin tones (spot and wrinkle reduction).

They're the two ends of the spectrum of image processing. Both useful, but not competitors.
